Special Meeting
April 28, 2008
Mayor Lee Bossom called the meting to order at 6pm and led the Pledge of Allegiance.
Councilors Shelia Payne, Ben Stanford, Annette Mausser, Richard Franck, LeRoy Olsen and Mayor Bossom were present at roll call. All motions were carried on a 5-0 vote unless otherwise noted.
Also attending the meeting were Marsha Hepker, Jason Webster, Ben Lange, Brian Vanous, Nicole Vanous, Attorney Jim Peters, PWD Larry Chesmore and Clerk Cody Kimball.
Ben Lange updated the Council on his plans to purchase the properties on the corner of South 7th and Linn Streets and requested the Council consider variances for the municipal infractions against the properties. The Council discussed possible solutions to the drainage issues. Motion Stanford, second Franck to allow Mr. Lange to try taking the “chimneys” off the culverts currently in place and inverting the grates, thus making a way for the water to drain into the culverts, motion carried.If this option doesn’t drain the water off the road, the Council may request Mr. Lange to remove the culverts.
There was a lengthy discussion regarding the sewer lines and hook-up for the second house on the property. Motion Stanford, second Olsen to allow Ben Lange (if he purchases the property) to “Y” the sewer line of 703 E Linn Street into the sewer line of 204 S. 7th Street, with the stipulation that the abstracts will reflect the sewer line tie-in to alert future buyers. Motion carried 3-2. Roll call vote: Payne-Aye, Stanford-Aye, Mausser-Aye, Franck-Nay, and Olsen-Nay.
The Mayor and Council reviewed the current 28-E agreement with Liberty Township for Fire Protection. A list of changes will be given to Attorney Peters to be written into the new agreement.
Motion Franck, second Mausser, to hire M&K Dust Control to apply Lignin Sulfonate dust control, motion carried.
Motion Mausser, second Payne to give the Public Works Director and City Clerk a 3% raise, beginning July 1, 2008.
Motion Mausser, second Olsen to give Marsha Hepker 22% commission on campground receipts. Motion Carried 4-1: Stanford-Nay.
Motion Olsen, second Mausser to hire summer help for the Public Works Department, motion carried. Persons applying for the position must be 18 years old and have a valid driver’s license. Position will be for approximately 24 hours a week (depending on weather) and will pay $7.50 per hour.
Motion Mausser, second Olsen to hire Richard Franck to mow for 2 weeks until the part-time position is filled, motion carried.
Motion Olsen, second Stanford to adjourn, motion carried.
Meeting adjourned at 7:43 PM.
